Motion: Regarding the Lack of a Public Representative on the Regional Planning and Construction Committee

At the meeting held on August 3, 2025, the full City Council approved by a majority vote Yitzhak Bela as Zichron Ya’akov’s public representative on the Regional Planning and Construction Committee (a seat on the committee to which Zichron Ya’akov is entitled).
A year and a month have passed since the plenary vote, and the representative has still not taken office on the Regional Committee. It appears that the appointment has not yet been approved.
The absence of a public representative is keenly felt in the committee’s proceedings and in safeguarding the public interest regarding the committee’s deliberations.
Proposed Resolution:
Since one year and one month have passed since the council plenary’s decision to appoint a public representative and the appointment has not yet been made, we resolve that if, within three months of the date of this meeting, the appointment is not approved by the Regional Planning and Construction Committee —the council chair shall present a new public representative for the plenary’s approval, either as a personal recommendation or through a public call for nominations.
