Motion – Submission of the Council’s Objection to Plan No. 353-1527829, Zichron Ya’akov

Plan No. 353-1527829 is a plan under the jurisdiction of the District Committee. The plan seeks the following changes, as detailed below, which constitute a deviation from the master plan.

At its 991st meeting on September 18, 2026, the Regional Committee plenary session decided to recommend that the District Committee reject the plan with regard to the requested uses (guest rooms) because they are not consistent with the surrounding environment, and that the number of units requested must be consistent with the master plan for the area. It further resolved that the Regional Committee authorizes its professional staff to file an objection with the District Committee should the plan be submitted.

To the best of my knowledge, regardless of the plenary’s decision regarding the proposed plan, the Regional Committee is also taking legal action against hotel/guest room operations in this residential complex.

The plan covers parcels 19, 1625, and 282 in block 11321, at the corner of Shaked and HaGefen Streets.

The following is the decision of the Regional Committee’s plenary session:

It is of great importance that the local council submit an independent objection to the District Committee. This action will carry substantial weight in the District Committee’s decisions and will also serve as a public and administrative message. Approval of the request that is the subject of this plan—which includes a blanket change of use to lodging/hotel units—will set a precedent for other complexes and constitute an unreasonable nuisance for neighboring residents.

The following is a proposed resolution:

The Council plenary opposes the requested additional uses and any addition that is not in accordance with the master plan. The local council will file an objection with the District Committee regarding all matters related to hotel/lodging uses, deviations from the provisions of the Zichron Ya’akov Master Plan, excess building rights, the number of housing units, as well as other planning issues as recommended by the council engineer in accordance with the explicit request in Plan 353-1527829.
