Change the method of garbage collection and disposal in Tizmoret and Throughout
September 30, 2026
Motion: Change the method of garbage collection and disposal and switch to underground trash bins in the Tizmoret neighborhood and throughout the town
Residents living in the new neighborhood Sh/580 [hereinafter: “The Tizmoret Neighborhood”] have built shelters for their trash bins on their own property at their own expense, in accordance with the zoning plan, plans, and building permits approved by the Regional Committee and the Council.
A tour of the neighborhood reveals that, unlike in other neighborhoods, the trash bins do not obstruct the sidewalks but are instead located in shelters. Furthermore, homeowners ensure that the bins and their surroundings are kept clean. After spending a great deal of money, the residents learned of the intention to eliminate the system of collecting trash from household bins and to install underground trash bins at several locations throughout the neighborhood instead.
In light of this anticipated change—the residents, whose bins will be located adjacent to their homes, were not informed of this when their homes were built; they were not given the opportunity for a hearing to present their position regarding this decision; and they were not provided with the professional opinions, plans illustrating the existing infrastructure, and the professional approvals and inspections on the basis of which the underground bins and their locations were approved.
At its meeting on October 31, 2025, the full council voted to increase Budget Line 2511 for upgrading the waste management system by purchasing underground trash bins. At that same meeting, the full council voted in favor of the gradual transition to underground trash bins based on the information provided to us during the session. See Minutes 15/25. The information presented at the meeting did not detail the serious sanitation problems associated with the trash cans in single-family home neighborhoods. This solution is suitable for multi-story buildings but is unsuitable for single-family homes, where it harms residents’ quality of life and creates numerous sanitation nuisances.
A resident of the HaTizmoret neighborhood filed a petition with the court challenging the legality of the decision. However, the ongoing legal proceedings do not prevent the plenary session from discussing the matter and making new decisions. The council does not need to wait for the court’s ruling to reexamine its policy on this matter.
Proposed Resolution:
At the next meeting, the council administration will present to council members the expert opinions, approvals, and inspections on the basis of which the solution involving underground trash bins was approved, with an emphasis on neighborhoods with single-family homes. This includes compliance with the zoning plan, the construction method of the underground trash bins, their drainage systems (if any), etc.
Based on the complete professional information provided to us at that meeting, at the next meeting, the full Council will reconsider the decision regarding the replacement of household trash cans with underground bins as it pertains to single-family neighborhoods in Zichron Ya’akov, such as the Tizmoret neighborhood, and other neighborhoods where a similar initiative is planned
