Offical Query: Buying Green Trash Cans from Member's Money

At the plenary session held on February 4, 2025, Special Budget Resolution No. 2511, titled “Upgrading the Waste Management System in Zichron Ya’akov,” was approved.
The main purpose of the approved special budget was to purchase approximately 2,000 trash cans and replace broken ones.
Although the budget amendment was approved by the Ministry of the Interior, this constitutes an exception, as it was previously claimed that “green” trash cans could only be purchased using current budget funds or at the contractor’s expense, provided the contractor had caused the damage.
A year and a half has passed since the special budget was approved: the plenary session has not received regular updates on the implementation of special budgets, and there is a directive from the council head not to respond to our inquiries. Therefore, we have no choice but to submit this inquiry:
How many trash cans were purchased with funds from Special Budget 2511, and how many trash cans have been replaced as of the date of this response?
