Motion: Establishment of a Mandatory Committee and an Executive Committee

The new Council plenary was established in April 2024. A year and four months have passed, and an Executive Committee—which is a mandatory committee in a local authority—has still not been appointed. This is an important committee in any local authority, and it is essential that it operate in accordance with its powers and responsibilities.
Approval of the establishment of this mandatory committee falls under the authority of the full council.
Section 120(a), (b), and (c) of the Local Authorities Ordinance stipulates that:
120A. - The council shall have a standing executive committee, whose function is to manage the affairs of the council, coordinate the activities of its committees and supervise them, ensure that the decisions of the council and its committees are implemented in accordance with the law, and to perform any other function assigned to it by the Council.
120(b) – The Executive Committee shall be elected by the Council from among its members.
120c - (c) With regard to Section 206 of the Municipalities Ordinance, as applied by Section 34A of the Local Councils Ordinance, the Executive Committee shall perform the functions of the Finance Committee in a council where no Finance Committee has been appointed.
Since no request has been submitted by the Council Chair or anyone on his behalf to establish an Executive Committee, including a list of its members, I am submitting this proposal because the law requires the establishment of this committee.
Proposed Resolution
The Council plenary approves the list of members of the Executive Committee pursuant to Section 120(a), (b), and (c) of the Local Councils Ordinance from a list to be submitted by the Council Chair. The Council Chair is, of course, the Chair of the Executive Committee.
